Let's start with the dough. In a mixer, combine the flour, sugar, water, and yeast, and mix on low speed for 10 minutes. Then add the olive oil and salt, and continue mixing on low speed for another 10 minutes. Allow the dough to rest for 30 minutes, covered with plastic wrap and a clean towel. Afterward, divide the dough into small balls, cover them again with plastic wrap and a towel, and let them rest for an hour.
While the dough is resting, let's prepare the meat filling. In a large skillet, saute the ground beef until all the clumps are broken up and there is no pink color left. Then add the onions, tomato paste, and garlic, and saute well. Next, add the grated carrot, canned tomato, and the rest of the spices. Simmer the meat mixture until most of the liquid has evaporated.
Once the dough has rested, roll it out into pizza bases, making sure to grease the pans beforehand. Spread the meat filling evenly on the dough, leaving a small border around the edges. Top it with the mixed cheeses.
Bake in an oven preheated to 180°C (356°F) for approximately 30-40 minutes, until the crust turns golden brown and the cheese is melted and slightly browned on top.
